There is no hardware accelerated DirectX sound capability in Vista. None, nada, zip. The only way to do hardware audio is to bypass DX and use OpenAL.

It will run the current Eve client just fine, although a memory upgrade would help - 1GB isn't enough for Vista and Eve to run without thrashing the swapfile. The GeForce 7400 is a DX9 chip, so it won't run the upcoming DX10 client.

Your graphics card isn't good enough to run Eve. If your PC is a desktop you will need to fit a new and better card. If it is a laptop then you're out of luck.

The Radeon 9000, 9200 and 9250 are not DX9 cards. They are DX8 cards using the old RV250/RV280 GPU.
